GoPro videos show Dec 31, 1969 in macOS Ventura Image Capture

The built-in Image Capture application is a popular utility for importing media from GoPro cameras into a Mac. With the release of macOS Ventura, however, many users of this method are running into an odd issue where Image Capture is displaying a date of “Dec 31, 1969” for all their media files.
Furthermore, when one clicks “Download” and imports their GoPro media onto their computer, these files are being downloaded with a Modified Date of “Dec 31, 1969” but a Created Date of the time of import. Since most users are importing their media into video applications like Final Cut Pro X or Adobe Premiere, this causes problems because incorrect dates will cause the media to appear out-of-order when intermingled with other footage due to date/time mismatches.
